New requirements in the public procurement field
With the amendment to the Finnish Act on Public Procurement coming into force in June 2026, an organization must own at least 10 percent of an in-house entity operating as a limited liability company in order to purchase services from it without a competitive tendering process. When purchasing from in-house entities is restricted, it increases the need for external tendering. This significantly impacts IT procurement for cities and municipalities. The legislative amendment aims to bring more efficiency and quality to tendering, which also tightens the requirements.
